Deputy Prime Minister Trinh Dinh Dung has just requested relevant units to speed up the research and prepare a feasibility study report for the construction investment project of Long Thanh International Airport Phase 1.

According to the assessment, over the past time, the Ministry of Transport has closely coordinated with ministries, branches and People’s Committee of Dong Nai province in directing the investor and the consulting unit to deploy the work to implement the project. , in which has been focusing on implementing 02 major contents, namely: Site clearance to hand over to the investor to start the project in accordance with the schedule and actively carry out research and planning Feasibility study report meets requirements on progress and quality of project implementation.

Due to the requirements of socio-economic development to serve the country’s industrialization and modernization, to meet the rapidly growing demand for air transport of the Southern key economic region in the context of Tan Son airport. The construction of Long Thanh International Airport is already overburdened, and the construction of Long Thanh International Airport has reached 4F level according to the standards of the International Civil Aviation Organization – ICAO, becoming an air transshipment center for the region and the region. focused, urgent. Therefore, the Deputy Prime Minister requested the relevant units to accelerate the research and prepare the project feasibility study report.

The feasibility study report must be built on the basis of carefully calculating the demand for air transport in Ho Chi Minh City and internationally; On the basis of forecasting the exploitation capacity between domestic, regional and regional airports, it is necessary to define specifically the role of Long Thanh International Airport, especially the division of transport of the airport. Long Thanh and Tan Son Nhat airport meet the air transport requirements of the region.

In addition, the project must meet the requirements of modern technology in management and operation equivalent to current and future advanced airports; ensuring synchronous, safe, quality and efficient exploitation capacity in terms of economy and society, meeting the requirements of national defense, security and environmental protection tasks, and at the same time ensuring savings; ensure the rationality of the connected and synchronous transport system between modes of transport, such as: road, railway (high-speed railway on the North-South axis and urban railway lines) and air.

 

Regarding the urban area of Long Thanh airport, the Deputy Prime Minister assigned the Ministry of Construction to coordinate with the People’s Committee of Dong Nai province to organize research, review, supplement and make urban construction planning in the area of Long Thanh airport. Wall; at the same time, control the urban development process according to the planning, ensure effective exploitation of the advantages of the airport, ensure aviation security and safety and protect the environment; specifically identify plans for using capital proposed by the Airports Corporation of Vietnam, in which focusing on the highest socialization plan, using less state budget capital, ensuring the goal of saving money. for the state budget.

The Deputy Prime Minister requested the People’s Committee of Dong Nai province to focus on implementing the compensation and site clearance work closely, in accordance with the provisions of the law, ensuring that it does not affect the progress of the project. .

The project is implemented through many stages, many items and reports to many competent state agencies, such as: Submitting to the State Appraisal Council for appraisal, reporting to the Prime Minister and the Government for consideration and decision. to report to the National Assembly. Therefore, the Deputy Prime Minister requested the consulting unit to coordinate with the investor, local authorities and relevant ministries and sectors to focus on solving difficulties and obstacles in the process of making research reports. Feasibility; Regularly monitor the status of the project implementation and ensure it is on schedule.

The Ministry of Transport shall coordinate with the Committee for Management of State Capital at Enterprises in directing and guiding investors and consulting units to speed up the research progress, prepare project feasibility study reports, and ensure project feasibility. ensure the appraisal progress, submit it to competent state agencies as prescribed to report to the National Assembly at the October 2019 session.
